The Raiders have reduced their squad to 19 for the match against the Broncos on Saturday night at GIO Stadium.
With Michael Oldfield breaking his thumb at training on Wednesday, the club has been granted an exemption to bring Harley Smith-Shields into the extended squad.
Smith-Shields will join Matt Frawley on the extended bench for the Raiders.
Siliva Havili has been passed fit to play after recovering from a triceps injury.
