The Raiders have fallen 34-26 to the Roosters on Saturday afternoon at Raiders Belconnen.
In a challenging match, the Raiders went into halftime trailing the visitors 18-16.
Canberra were cruelled by injuries to key players which forced coach Chris Lewis to reshuffle the lineup throughout the second half.
The Roosters ran in a late try through Ben Johnson to extend their lead to eight and hold out the Raiders.
The Raiders will now turn their focus to the Newtown Jets this Saturday, who knocked them out of last year's prelim.

Canberra's Jersey Flegg Cup side have extended their record to 4-0 after an incredible opening month in the competition.
After a back and forth start, the Raiders held a tight 10-6 lead at the halftime break.
Canberra jumped out to a strong lead after the break, piling on four tries in 20 minutes including a double to Patrick Broe.
The Roosters hit back with two late tries of their own but it wasn't enough as Canberra closed out another win at home.
The Raiders will face the Cronulla Sharks at Raiders Belconnen on Saturday afternoon.
